Fleming drew his committee on the Moon before the decade was primarily from headquarters and the Space Task out. Group. Consequently, in its report on 16 June, the committee recommended the development of a massive booster. Meanwhile, on 5 May Alan Bartlett Shepard flew the first manned Mercury mission. Riding a Redstone missile, his 15-minute ballistic arc down the Atlantic Missile Range was less impressive than a full orbit, but NASA was finally in the manned spaceflight business.

It had been converted in 1943 to make cargo aircraft, was decommissioned at a later date, then converted to make tanks for the Army during the Korean War. Although it was declared as surplus, it ideally suited NASA's needs because the intracoastal waterways of the Tennessee Valley Authority provided access to Huntsville by barge, and its Gulf coast location enabled onward shipment of finished stages to the Cape. On 17 September NASA invited 36 companies to bid, and a NASA± industry conference was held on 26 September, with the closing date for bids being 16 October.
